Bonn, May 2018, the 6th Dialogue on Action for Climate Empowerment (ACE) unfolds in a packed auditorium. National delegates and members from the civil society are joining forces to shape the outcome of a 3-hours workshop.

Hold on a minute, what is that odd acronym that seemingly invigorates the participants of this 48th UNFCCC intersession? The term ACE dates back to the COP21 to refer, more intelligibly, to the Convention Article 6 crafted in Rio in 1992.

With global populations rapidly increasing – especially in the developing world – providing food security increasingly requires innovative solutions and technologies. Also, climate change already affects agriculture and food security and, without urgent action, will put millions of people at risk of hunger and food insecurity.

Children on the front line – Climate change and the Rights of the Child

On the 8th May 2017, the UNFCCC held its first ever technical meeting on the relation between climate change and children’s rights. Too long ignored in climate talks, these rights should be of primary concern for the States parties to the UNFCCC. The Convention on the Rights of the Child is one of the most largely ratified conventions in the world, with 196 parties. The Convention sets up substantive rights enjoyed by children and youth under the age of 18, in addition to human rights applicable to both children and adults. States parties to the Paris Agreement have also committed in December 2015 to address climate change taking into account « their respective obligations on human rights, the right to health, the rights of indigenous peoples, local communities, migrants, children (…) ».

ACE at COP22: Action for Climate Empowerment

YOUNGO‘s (the Youth constituency to the UNFCCC) ACE  working group went through a great time of effective work at COP22. Let me tell you more about it !

In YOUNGO, we work within several working groups, each of them focusing on a specific topic. This week, I joined the ACE (Action for Climate Empowerment) working group. We were about 20 youth from various countries, backgrounds and organizations meeting everyday at 9am after the unconditional YOUNGO meeting.

ACE refers to Article 6 of the Convention and Article 12 of the Paris Agreement . It states that Parties shall cooperate in taking measures, as appropriate, to enhance climate change education, training, public awareness, public participation and public access to information.

To advocate on these issues, we organized and achieved several things.

What role for climate migration in the UNFCCC negotiations?

15064983_10210754503079920_1374850720_oAn important topic receiving more and more attention is the issue of climate-induced displacement, more commonly referred to as climate migration. Many organisations work on this topic, including CliMates!
At the last official day of COP22, we will present our project “Youth on the Move”, and hope for a fruitful discussion with many participants. But we are not the only ones lancing the conversation on this issue. A number of side-events at COP22 have already dealt withclimate migration, hosted amongst others by the IOM and UNICEF.
What about the role that climate migration plays in the official UN negotiations on climate change? Where is it discussed and has there already been any progress?

It’s the 10th of December today, United Nations Human Rights Day; a day to celebrate the ongoing work on achieving inclusive and integrated approach for recognition of minimal essential rights to living a life of dignity by each and every human. While the second of week of the climate talks Conference of the Parties 21 (COP21) is ongoing, the atmosphere in Le Bourget (COP 21 venue) feels warm and jubilant despite the chilling cold of December. And why not? After all, it’s the second week, the week of high hopes and aspiration for a climate agreement that safeguards our rights and ensures of upcoming generation as well to live as the current generation does.

Tackling climate change, a tremendous opportunity to implement the rights of the child

Early September, President Obama depicted a stark future without climate action. During the Conference on Global Leadership in the Arctic, he urged representatives of more than 20 countries to accelerate concrete commitments to avoid harsh consequences for future generations. He said that if we do not fix the issue of climate change soon, children around the world would be « condemned to a planet beyond repair ».
